David Harter was a software programmer for Not-Polyoptics. David Harter, along with Michael Capobianco and Gene Hitz, co-founded the software development company called Not-Polyoptics. The company focused on creating games that emphasized strategy rather than action. He is credited with programming the following software titles for the TI-99/4A.
